OpenBet has deepened its partnership with Finland’s state-owned gambling operator Veikkaus through the deployment of Neccton’s AI-enhanced responsible gambling technology.

The agreement, reported by iGamingBusiness on 16 June 2026, will see Veikkaus use Neccton’s player protection platform across both digital and retail channels. The system is designed to provide real-time behavioural monitoring and automated interventions where player activity indicates potential risk.

The move comes as Finland prepares for a major restructuring of its gambling market. Under the country’s new Gambling Act, Veikkaus’ monopoly over betting, online slot games, online casino games and online bingo is due to end, with licensed gambling services able to begin from 1 July 2027.

Wider Role For Neccton Technology

Neccton forms part of OpenBet’s player protection and compliance offering. OpenBet describes the technology as covering responsible gambling, anti-money laundering and fraud detection, with monitoring tools intended to help operators identify risky gambling behaviour and support earlier interventions.

OpenBet acquired Neccton in 2023, positioning the business as a core part of its responsible gambling capabilities. At the time, OpenBet said the acquisition brought together sports betting technology with cloud and AI-led tools for player protection, operator compliance and regulatory support.

For Veikkaus, the expanded use of Neccton adds another compliance and safer gambling layer ahead of a more competitive Finnish market. The Finnish Ministry of the Interior has said the country’s gambling reform is intended to reduce gambling-related harm and improve the channelling of gambling activity towards regulated services.

Finland Prepares For Market Reform

Finland has historically operated under a monopoly model, with Veikkaus as the state-owned gambling operator. The reform will retain a partial monopoly for some products, including lottery-type games, scratch cards, physical slot machines and casino games, while opening several online verticals to licensed competition.

The Finnish Government confirmed in January 2026 that most provisions of the new Gambling Act will enter into force on 1 July 2027. Until the end of June 2027, Veikkaus remains the monopoly operator under the supervision of the National Police Board.

That timetable gives Veikkaus just over a year to prepare for a market in which international operators are expected to compete for licensed online betting and casino customers. The addition of enhanced monitoring tools suggests safer gambling and compliance will remain central to the operator’s preparation for the transition.
